Where do the payments land?
Three outcomes cover most files. In the first, each agency becomes a vendor, each filing period becomes a bill, and each payment becomes a check or bill payment. This keeps the most detail: dates, amounts, and the agency each payment went to.
In the second, the history arrives as journal entries that move the liability account and the bank account together. The balances stay correct, but per-payment detail thins out. Filings are a separate matter
A payment is a transaction, and transactions usually convert. A filing is the report you sent to the agency, and it often lives outside the transaction stream as a form or a note.
